Residents invited to make comments regarding Carp landfill expansion

From the Ontario government:

The Ministry of the Environment and Climate Change received a submission for a multi-media Environmental Compliance Approval (ECA) under Part II.1 of the Environmental Protection Act from Waste Management of Canada Corporation (WMCC) for a proposed landfill capacity expansion of Ottawa Landfill Site.

WMCC’s proposed landfill expansion was subject to the Environmental Assessment Act (EAA) and was required to follow the individual Environmental Assessment process. WMCC received a Notice of Approval to Proceed with the Undertaking from the ministry on August 28, 2013. Subsequently, the submission for a multi-media ECA for this project is exempt from notice requirements under section 32 of the Environmental Bill of Rights, 1993, (EBR). This means that a notice of proposal (or decision) on the Environmental Registry is not required. However, the ministry recognizes the interest of the public in the project and has determined that an information notice of the proposal with an invitation to comment would best serve the public.

Because the instrument proposal is exempt from notice requirements under the EBR, no third party rights of appeal exist in relation to the Ministry of the Environment and Climate Changes’ decision pertaining to the instrument. However, any comments received prior to the date indicated under ‘Invitation to Comment’ will be considered by the ministry during the review of the ECA application submission. This notice will be updated to reflect the Director’s decision, once it is made.

The Ministry of the Environment and Climate Change invites public input on the issuance of the multi-media instrument (i.e. the ECA). Although the public is welcome to comment on this posting, no third party rights of appeal exist in relation to the ministry’s decision on this instrument because the instrument is exempt from notice requirements under the EBR.

Comments should be directed in writing or via e-mail to the address listed in this notice prior to January 18, 2015 and include reference to Environmental Registry Number 012-2979.

  1. Any feedback from residents is going to be ignored unless they can form an argument that isn’t just NIMBYism. (Not In My Back Yard)

    I’ve seen some ridiculous assertions such as “I can’t let my children play outside” and “the dump causes Bird Flu” before. Nobody is going to take these comments (or the resident who makes them) seriously. The fact is, the dump is far from Stittsville, and you can only smell it on a few days out of the year. They’re going to need better reasons than that.
