Dave Smith Youth Treatment Centre wants to build a new facility at 1883 Bradley Side Road. The City has received new proposals for a zoning by-law amendment and official plan amendment that would allow for a 30-bed facility for youth aged 13 to 21 years of age with substance abuse issues.
Bradley Side Road is just northwest of the intersection of Richardson Side Road and Huntmar Drive, backing onto the Thunderbird soccer domes and golf course.The land is owned by the Royal Ottawa Hospital but is currently vacant. If the zoning and official plan changes are accepted, the Dave Smith treatment centre will buy 25 acres from the hospital. The centre currently leases land nearby for an existing treatment facility.
According to the proposal submitted to the city:
The Dave Smith Youth Treatment Center (DSYTC) is a not-for-profit organization dedicated to the residential treatment of youth between the ages of 13 and 21 who have substance abuse issues and related behavioural and mental health issues. The DSYTC currently has two treatment centers, one in Carleton Place which has capacity for 14 male clients, and one on land leased from the Royal Ottawa Hospital, to the east of the subject parcel, which treats 10 female clients. In addition, DSYTC also has an administrative office located on Bronson Avenue. It has been determined that the current facilities are deficient and not appropriate for the provision of residential treatment. They also do not meet the Ministry of Health and Long-Term Care’s priorities in relation to operational efficiency, accessibility, safety, infection prevention and control and sustainability.
The Dave Smith Youth Treatment Center is proposing the construction of a 30 bed, 24,046 square foot (2,234 square metres) ‘‘Residential Care Facility’’ which will eventually replace both existing facilities as well as the administrative office on Bronson Avenue. This 30 bed facility will be geared towards adolescents and youths aged 13 to 21 years of age and will include the facilities required for the following clinical services:
– Comprehensive assessment
– three-month residential treatment program
– three-month post-residential continuing care
– Family services (including education, counseling and support)
– Academic programming (including high school credits and support for college,university or other academic programming)
– Pro-social recreation
– Psychiatric assessment and support
